An investor already owned the house (Which I did not know) and that they've been renting it out for several years and the last tenant had just moved out.In the basement the drywall was moldy and the carpet was removed, based on what I was told about the house I had no other way, but to come to the conclusion the house was vacant and took on water without anyone knowing and it was that way for a period of time until someone noticed it.Anyways, I was talking to the next door neighbor who said the tenant moved out about 2 weeks before and couldn't take the water problems anymore.

I'm coming to the conclusion that it just takes a while to rent something in this area right now.I hate having to keep it vacant and pay for the builder's risk insurance policy, but I'd rather do that than panic and rent to someone who could be trouble.

We have tested several different ideas over the last 10 years and here are some conclusions we've come to, and things we've implemented:The pet owning community is too large for us to completely remove from our tenant poolDeposits that are refundable yield better property condition at move out, than non-refundable fees, as people seem to have the attitude that they are paying for some damage anyway.Pet deposits accompany a Pet addendum in our lease, which states specifically the animal by type, size, breed, age and even name.
