Also all rooms have been painted over (I'm sure several times, but most recently right before we moved in and then they also painted all the rooms) and the wood trim on all the windows in their unit has been replaced due to rotting when the previous owner flipped the house.

you can encapsulate the rest of the window trim, but you have technically eliminated the chewable threat.If you have wooden window sashes, you really should put replacement windows in.

@Amanda AnderlyI would suggest getting rid of the cats, more inspections and not evicting them on the condition they clean up the floors walls and trim.
