Also all rooms have been painted over (I'm sure several times, but most recently right before we moved in and then they also painted all the rooms) and the wood trim on all the windows in their unit has been replaced due to rotting when the previous owner flipped the house.  

Replace trim and door, electrical hardware/face plates. 

you can encapsulate the rest of the window trim, but you have technically eliminated the chewable threat.If you have wooden window sashes, you really should put replacement windows in.

During the move there were a couple pieces of broken trim that I didn’t replace in one bedroom.

If they were blocking the mountain view, I could see trimming them to open that up, but not the golf course. 

@Amanda AnderlyI would suggest getting rid of the cats, more inspections and not evicting them on the condition they clean up the floors walls and trim.

They need to be proactive on trimming branches overhanging power lines, getting rid of dangerous trees etc.

The pet rent just covers wear and tear though and if the pet ate the trim or left a permanent stain the tenant would be charged.
