Should the landlord or tenant be expected to pay for the cost to reprogram the intercom to his/her name?  

Easy to reprogram and can have multiple codes.

If it were some other guru doing a national campaign right now, that person would be the target to warn others.This thread is not about attacking, but about warning others to NOT fall prey to these scam artists and their so-called RE programs.

I figure as along as I don't program them TOO ridiculously low at night, the tenant will never bother to re program them.

I'd encourage you to be as active in the RE program as possible.

Then I'll apply for the MBA RE program, which will be out of my own pocket mostly.

In two years my wife and I made these improvements:- Tiled the floor, refinished the kitchen, paid for granite countertops, installed new lighting,  new ceilings fans,  new hinges,  new door knobs, built a shed, installed new wood on the deck frame, installed new pillars and supporting beams on the front patio, replaced 50 feet of fence, installed a light in attic, repaired and reprogrammed the alarm, replaced almost the entirely both bathrooms, painted,and paid to have 4 windows installed in the bedrooms. 

This covers the charge of updating mailboxes, reprogramming buzzers, etc.

I graduated with a Building Construction and Real Estate double major and the RE program at VT is amazing.

Caveat, put a fee in your lease for lockouts because if they need it, you will then be required to go out there and replace the key and reprogram the lockbox.
