Considering the location near a navy base, businesses catering to military personnel like repair shops, cafes, or convenience stores may be viable options.

In addition a crazy part of me wants to operate a spin studio (2000sf) and target a coffee/cafe type tenant in the remaining space. 

We meet every third Wednesday of every month at Cafe Ole, Boise (near the mall) 6-7:30pm.

In my market (San Diego), the average rent has increased ~$100/month year over year on average for the last 10 years (source Rent Cafe).  

The Temple group meets every month at Cotton Patch Cafe at Temple Mall.

I also believe that there is one at The Green Turtle in Newark, DE by Border Cafe on the last Tuesday of the month ... if I am incorrect, someone please let me know.
