I jacked it up with a bottle jack, sistered up the old 2x6 floor joists with new 2x8's and problem solved for a few hundred bucks.

The next night, while at the property to let the tenants know I was the new owner, I noticed he was in the community laundry and with his phone plugged, a bottle of piss on the floor, and looked like he was going to sleep in there.

For what it's worth, some ideas I've seen pitched are grocery bundles (e.g. a breakfast bundle for 2-4 people with eggs, bacon, bagels, cream cheese, and OJ all pre-stocked in the fridge), meal kits, a pre-stocked drink fridge, charcuterie boards, premium coffee selection, bike/e-bike/scooter/kayak/canoe rentals, video game consoles, upgraded work-from-home office amenities (e.g. oversized computer monitor), etc.I'm not a lawyer, but cocktail kits, bottles of wine, local craft beer, and other alcoholic items seem like they would fall into a grey area from liability perspective. 

He has a 16 LITER giant bottle of $2,000 wine sitting on the floor in the dining room and the temperature causes it to cook inside the bottle which then ejects the cork spilling 16 liters of red wine onto 90 year old reclaimed hardwood floors.

In this heat have lots of cold bottled water for the guys .   

Whereas in reality it was the opposite, work wasn't getting done, I was getting pictures of small sections of home that looked like he was working on,  he wasn't paying the crew and even had random women living in my place with alcohol bottles and ramen noodles all around.

Tell them to grab some bottled water and peanut butter on the way!

Little things can make the difference like a bottle of wine.

Hire someone professionally locally to work for you and oversee manage the project (a construction manager).Some examples I can provide having worked in the construction industry is - soda bottles filled with urine in the walls, food thrown in the walls, throwing coffee down duct risers, sheetrocked over outlets providing fire hazard...

Once they distribute it you can't put that genie back in the bottle.
