I just read an article, which is not in English so I am not sharing, that the Parliament in Portugal mandated that landlords cannot evict elderly (65+) and/or handicapped  if they'd been renting the same dwelling for 15 years or more.

I grew up watching my parents pour love into their big old Victorian. 

I agree that over-improvement results in a too-long, pay-back period which erodes your returns, but it does not automatically follow that it increases your long-term maintenance and repair costs.You could take an old, draughty, Victorian building, tighten and insulate the building, replace all the windows and doors with more energy efficient fenestration, and improve the HVAC.  

If you've got an old 5br Victorian house that would attract families, you might not advertise being pot-friendly.
