If Sacremento is anything like Toronto it makes no sense for a seller not to list their property for sale on the market which may explain why you are having a hard time finding deals. 

I was born outside Toronto and work with a lot of foreign investors in coastal OR & CA.

Toronto is expensive, so guessing it might be close to that.
