If you get someone in there that you are uncertain about just to fill the place, you will definitely run into problems.

My policy when governments pass such legislation is "business as usual".

The frustration and extra costs you're incurring while you sort out the electricity and laundry room issues (relatively minor costs), or that the tenant told you one thing and then did another (not too uncommon), or that you're uncertain how to manage rental property and effectively work with tenants?

Once the area is clean explain to the tenants that  this is the quality you expect and have them understand in no uncertain terms that this is the condition you expect the property to remain in.
