They want an insured, licensed and bonded plumber to execute the repair for liability and insurance purposes.The only thing I negotiated that I can some freedom is I can do the hiring, pay them out of my pocket then invoice the HOA later. 

You should be invoiced in July for all six months- January through June which you were already credited three months for. 

Placement fees are generally 1 months rent plus normal punchlist items that come up initially may require 3 Maytag men with separate invoices while I can take care of all 3 issues in one trip.  

You write that you know that they bought all material - if you mean that they sent you Lowes or Home Depot invoices, then I would check with them, whether those items were returned or not.

Is there a "service item description" for this type of service that should be excluded from the invoice? 

So he sent me an invoice via paypay for the repairs and I sent the $1500,...assuming he was adding it to his portion of the repair costs.

You might create a surcharge and add it to the invoice, but understand, it's NOT ENFORCEABLE and only serves to give notice to the tenants.Water service Co will have tips which help, but our landscaping was the culprit, so we cut back on the timer duration and days to be watered - - saved $200.

Carpet especially is always going to be an argument - unless you have many clear and graphic before and after pictures or video.But if it were me I would write a separate 'invoice' for each item - with it's price.
