If I did a contract for deed I have less ways of selling it but I figured a lease option would be a good way, and I could do it without permission of the seller. 

The time to discuss and ask permission is before the pets come in.

The answer is to do it with their blessing/permission and both side's patience. 

The city won’t likely give you permission to fix it and you certainly can’t use it as it is.

Also informed her that dead bolt lock may have brock and need her permission to have locksmith enter the premises but still no response from her.

I wonder how the soon to be micro-unit got approved - i guess you have to go from 4 rooms to a full on apartment building to get the permission?

You don’t need permission to enter, only to provide notice that you are entering.

Once you have a pre-approval or pre-qualification letter, you then have permission to go shopping.
