I'd say the MTR would make the most sense being close to some hospitals in this case with the higher offer price but like you presented it could be a variety. 

You will hear numerous stories of appraisals almost universally providing value below $100k.  2) in most jurisdictions the primary if less than 15 years old will be rent controlled.
