For some that appreciate the immediate exercise it isn't a big deal, but it does immediate limit my tenant base to those that can take stairs.  

Stairs?

In the process of closing on my new primary residence in the Darnestown/Germantown area. 1300 square feet with about 1000 of it covered in hardwood (main level except for kitchen, lower level stairs, upper level stairs, upper level consisting of 3 bedrooms).

You just need to make sure that there are no cracked shingles and if there are you should be replacing them ASAP with cement siding to match

New roof $12,000+ New kitchen, bathrooms, ceilings, flooring, windows, doors, resurface the back yard cement & pool surround, interior & exterior paint, etc.  

I am about ready to put in an offer on my first fix and flip and have a question regarding steep stairs. 

Eventually, I  want to pour a cement slab to park my camper.  

Its 900 sqft down stairs too so around 10k on flooring?

If the property has a violation of the local code say your hand rail is too low or too short then the violation of the code if it is tied to the injury, falling down the stairs, then you might be personally liable, as it is your duty to provide a safe property. 

We replaced the top floor full bath for $3,500 and got a renter in after 3 months of rehab to upstairs and substantial demolition to the down stairs unit (didn't want to subject a tenant to the noise and dust etc.).
