Converting commercial to residential in Jersey city

I have a 3 unit - 2 residential 1 commercial in Jersey City, Zone 2 family. I am trying to get the commercial unit converted to residential. It was used as an office space so already has a bathroom and rooms. Just need to add a kitchen

What should be the cost to:

1) Architect to design layout

2) Lawyer for city zoning variance

3) Actual contractor to do the work

4) Anything else I would need to spend?

The bigger question also, is now that it goes from a 2 fam to 3 fam, then it is subject to NJ green card. What will this cost me? Will they ask me to add a sprinkler system? Fire proof doors? Stairs? Any idea what that will cost?
