In Florida that means being duly signed in front of two witnesses.  

I'm often accused of being defensive here.

Maybe that tenant has two witnesses, and all you've got is a non-notarized estoppel cert that it turns out is forged. 

I have witnessed many many people fail in real estate because they only relied on the information that others "threw their way".

They need to know all of these things, and you need a signed and notarized copy of the disclosure so they cant accuse you of misleading them later on.3.
