The likely scenario seems to be much less and since it is available on a stream basis through a year difficult to deploy into a liquid investment with a guaranteed short term rate of return over ~4%.

For buy and hold, it's pretty simple: capital deployed and return on said capital.

It is not uncommon for them to have 30 days of leave built up (30 days a year, throw in a deployment and there ya go).
