When it comes to safety or preventing further damage to the property, we will make decisions with or without the owner's permission as that is stated in the PMA. 

If the patio or walkway was damaged (ie large cracks or uneven), then you should fix it as it poses a trip hazard.  

I'm a Canadian tax resident so I wouldn't hazard myself to give you any tax advice.

There are also areas to watch out for safety-wise that offer lower price points.Columbus prices are rising quicker than Cleveland as the city is experiencing a great amount of investment and development.

Thinking more granular about these banking products- Add to the safety you seek.

I have heard of people giving cops discounts in MF complexes thinking it increases safety and that may be the case in some area but that isn't for me, but those areas also aren't for me. 

if you were worried about them trying to take money from you, then you should have been smart and put a meter on their water pump after you told them to flush it out or whatever so that you can gauge how much extra you cost them and then take that off the rent and then there's no discrepancies. it was completely due to your negligence that caused them an inconvenience and a health hazard. not sure we're all these other landlords get off assuming these are just cash grabbing freeloaders when they didn't do anything except do their part and move into a place and pay rent.so you can benefit from them doing so.

But the items that are specific to financial performance and the safety of yourself and the neighbors, etc should be the ones you pay more attention to.  

That's not to say the Oregon Coast is not without risk, there is flooding, geological hazards and tsunami's to worry about, but comparatively the risks from fire, heat, hurricanes and tornadoes is pretty low. 

If you own it, maybe you can talk to city/local office to see if you have any right to restrictions for use if others are creating hazards on it.
