I would not start  a battle over the first payment being sent to the wrong address. 

I would pay them the newly negotiated remainder when the next tenet entered the property.You are not obligated for this but it makes for a good financial decision.There are some that I do not mind having that battle with.

Create good looks before anything else you do because that’s where the fix-up battle is won or lost.Folks are always fascinated by my “foo-foo” beautification techniques.

If you are at this point, you’ll want to call a lawyer and be prepared for a long legal battle. though they are making the payments continuing to be late will get worse.

"I'm not prepared to do that"... when a tenant asks for something that I'm not inclined to do.Consider how many people die in retirement homes, nursing homes, hospice centers, hospitals, battle fields, and city streets, let alone in private homes.

Although "smokers" are not a protected class, you don't want to get embroiled in a discrimination battle even if you eventually prevail.  

I agree with Brandon Battle, have the current owner post a notice ASAP and consider offering cash for keys with a full refund of their security deposit.
