Air-sealing will be accomplished through tapes, caulk, gaskets, and spray foam.

I don't like ozone generators after researching them, but borrowed a HEPA air filter from a friend and also bought the really good 20 x 20 air filters and duct taped them to a box fan.  

Is that easily done in Albuquerque or red tape abound like Illinois

Asphalt & concrete are considered permanent improvements, while dirt and gravel are not, and many easements prohibit permanent construction upon them.

It's such a small operation I doubt it will impact much, but I agree with @Fernando Parker that the credit counseling and other financial education could be the bigger success.Banks are now so limited to what they can do (I can't even imagine all the regulatory red tape they have to deal with!)
