Like I said, they've probably been royally ripped off and are just trying to avoid it happening again.Someone asked about what is normal wear and tear.

Must be a Canadian thing - there is no place in the United States where it would not be legal to either directly meter from the utility or submeter a tenants usage.

But, to use the opportunity to screw them over completely - and telling them none of their payments go towards the purchase would be screwing them over in my opinion - would be a royally nasty thing to do.  

Yeah, Penny, in Canada, it's much harder to screen tenants, from what I've heard (have Canadian real estate agent friend.)  

Ryan, saying a landlord that includes utilities in the rents = slumlord is ridiculous.The logistics with the utility company would be a royal pain, for starters.
