This rule avoids each owner pointing the finger at the other one and leaving the tenant in the lurch.  

You know how it goes- you give them one finger and next thing you know they swallow your whole arm...

But there are some interesting and eerie things going on in the national and international markets that suggests something bigger is going on that nobody can quite put their finger on.
