So, yes - there will always be a preference to minimize the "out of pocket" one puts into a deal.Remember also that with the exception the very long-term experienced investors, cash reserves tend to be a VERY dear commodity, especially post-2008.By using private lenders, you help them (re)build their retirement accounts or personal reserves.

I've talked with several contractors about potentially jacking up the roof and replacing the beams, demoing the roof and rebuilding, and even filling the whole garage with dirt and sealing it up, but my usual crews aren't interested in tackling the challenge.

I would caution you to use a percentage of the cost to rebuild (or to keep it simple the market value of the property) with the location and age of the building instead.

The only indication I could see for potential growth in the area is the recent construction and opening of popular restaurants (Texas Roadhouse, Chilis, etc) and the rebuilding of Dundalk Ave streets and sidewalks.
