Landlords are handing out money like candy for no reason in most cases.

Those market conditions (hyper inflated house values with loans being handed like candy to people who couldnt possibly afford them) do not exist to have that level of magnitude of decline in home values.  

It is like people who smoke cigarettes and they say, "well I could get hit by a bus tomorrow, so you can die any time."

Take cookies or leftover halloween candy for better results.

@McKinley Crowley That was my initial thought being concise and come across as someone looking to help versus someone just wanting to buy.

It is the "candy bar" of public policy, it is easy to sell but only makes the problem worse.
