I am not familiar with Florida's real estate commission as much but I know in other states investigators are stretched thin with a marginal budget to work with.So to file a formal complaint in some states you need to file a complaint and must get it notarized before they research it.

If you need 2 exterior doors, getting a long stretch of gutters replaced, and several screens, 1200 could be low.

I think you are taking a huge stretch here.  

I may just end up there.To be clear, even if we pay for the rehab out of pocket, we still have a pretty solid level of reserves (we could get through long stretches of both properties being vacant, and even unemployment at the same time--it would suck, but we could survive).

I've seen a lot of different things. 6% is generally the lowest I've seen but it can stretch up to 12%.
