I may be a little off base here but you have a small second of 10 to 20k that is in default. the property is in the mid west and underwater. you simply walk from it.. not worth the cost of foreclosing.. so you sell the NPn 2nd for 5 or 10 cents on the dollar and let the private sector work it them out.
