If it is for a specific legal issue (dead tree, fence replacement etc) then either just send certified since that's typically legally required, or send regular and give it 30 days and if you don't hear from them then send it certified to start the 'legal' requirement.That said in 15 years I've never reached out to any adjacent LL/neighbor other than just asking for their phone number or giving the tenant mine to pass along.
