Have you tried visiting your local city councilman or county commissioner and telling them you are a "developer" and wanted to invest in rehabbing homes and you need information (the list) about such homes in their district.

Final word of warning; Fulton County (where Atlanta is, mostly), is a bit of an anomaly in that the tax commissioner has transferred their tax liens on most properties to various sub-entities of Vesta holdings, Investa Holdings, investa services, etc... , and then the Sheriff's office is auctioning those liens off, rather than directly from the Tax office.

Interesting when I started researching this area, there were lots and lots and lots of lots owned by a city big wig...forgot now if they were City Council or County Commissioner...but someone like that.
