Where's the best place to look for/pay for crime data that is granular down to the neighborhood? 

The data I found most helpful for this comes from the Federal Housing Finance Agency, which sorts its data out by MSA (Metro Statistical Area), i.e. much more granular. 

It provides the granular detail necessary to calculate everything in a syndication.

You may have to spend 1-2 hours a week on admin work, but save the money you would spend paying that service to do it, and can have things more granular and customized to your liking and your only monthly cost is the couple dollars a month you pay for hosting.

After that, its up to you as to how much "granularity" you want to see your expenses.For example, you mention combo locks for doors. 

The reality of things is in a lot of these markets you can find highly desirable neighborhoods that may have high crime rates nearby-but no data will get that granular. 

However, I do think you need to get more granular on what you are looking to achieve.

@Alissa Kronovet; As far as which market, you want to go a bit more granular and actually look at the street address, understand future zoning, development plans on a busy rd, near schools, etc.
