A lender would have to be a fool to lend on collateral that wasn't protected - if the house is lost in a fire or whatever, the loan is unsecured at that point and is basically credit card debt. 

This means back stairs, fire escape, usually things that nobody wants to pay for in the neighborhood of 15-25k.

Tenant in San Francisco discovered the in-law unit had fire code violations so sued landlord for $2 million.

All very true and I am here in Florida on the Gulf Beach side and STR and LTR are all on fire in terms of rents.
