For example,  I had a bathroom redone, I also had our front iron railing fixed (new feet welded in, cleaned and painted) and resurfaced the cement steps, and some landscaping.

I'm still a bit leery of going that route though.The ironic thing is that there is a ton of rental inventory out there right now, especially in the apartment complexes, but at the same time there are all these financially unqualified people trying to rent.

I understand that this might be a lesson learned and cut my loses, but ironically he texted me last night demanding receipts for the damage to verify the charges  ¯\_(ツ)_/¯I am plan to try and call up to the base today and see about tracking down his CO and call the collections agency that was posted.Thanks for all the insight.
