6-7% Return Wanted on a Rock-Solid Investment Vehicle

What do folks suggest for a profit-making idea that is in the "very, very safe" category, but returns as high as 6-5%, no fees. I have a broker who can get me into REITs, but that tends to be 6.5% minus 1.0% in management fees (Schwab). I'm involved in a few long-game kinds of things, like apartment syndication (passive) and a CD on the other end of things. I actually have a few REITs but am balking at continuing to pay the 1% management fee. Is something like performing note investing right in this bucket? 

Maybe a low-interest loan that is so safe that it would qualify as "easy, very very safe, 6-7% return. As in, maybe a 50% LTV loan secured by a first position mortgage.

Not looking to do anything active.

If you only want 6%, you might as well invest in that CA pension fund bond. I believe its 6%, tax free, guaranteed by the state...
