I have used a tiered method for some homes, such as light, moderate, heavy rehab, and used an estimated price per SqFt for others.

Basically, meaning if you had maybe $100K in cash and another $100K in credit you could easily generate $3000-$7000 a month in rental income with moderate effort in 6-18 months.

My crystal ball is telling me short term term boost followed by a longer period of moderate growth. 

The OI district is designed for use on sites that have convenient access to arterials, since development of moderate to high intensity is allowed.The OI District is used to implement the Comprehensive Plan within those areas shown as part of the Rural, Suburban, Urban, or Compact Neighborhood Tiers.It looks to me to potentially allow/support residential development.
