She emails our property manager late on January 10th that she cannot accommodate our request becauIse she has an interview scheduled at that time and we can't enter the apartment.

In the eyes of the state, denying rental to a mentally ill person who needs an emotional pet is akin to denying rental to a physically disabled elderly individual because they need a cane.Denying rent to a person with a verified disability that requires them to have an emotional support animal, based on the fact they have a 'pet', can land you in a heap of trouble.Also, you usually can't charge deposits, fees or rents for the emotional support pet unless it's for reasonable accommodation (doggy door and etc).  

Under the Fair Housing Act, Landlords are required to make "All Reasonable Accommodations" for Emotional Support Animals.

The wise play is to build a system that accommodates the weight.

*The landlord can demonstrate that making accommodations for an ESA would impose undue financial burden or logistical burden.

My only other thoughts is to find a small local bank and tell them what you are looking for in a business account and see if they can accommodate. 

I just see a bright future here with the trail system and many service accommodation options for houses you want hold long term.
