The guy who was assigned to my complaint at the referral service sounded like he was high on drugs whenever I spoke with him and he told me, "We've never really had any other complaints about this company, so they must be doing something right."

Example: I had a tenant I thought might be on drugs (the erratic behavior), but they qualified so i rented the property. 

We did not discriminate against them based on a protected class, but discriminated because he was under the influence (breaking the law by using the drug) and came to a showing as such, not exhibiting a pattern of responsibility.Thoughts/concerns/comments?

I am interested in accepting VASH vouchers for homeless veterans in Detroit and since it tends to have a high rate of single males especially  alot of drug/alcohol abuse in this market.

Once you have researched this and have a application form,  lease, security deposit, crime free / drug free addendum, forms set plus the lead addendum,  and you have set your rental criteria is, like number of people permitted to live in unit, credit / income requirements, criminal, ect you can  then start advertising.

So how well are those houses well cared for and what type of crime and drug issues are reoccurring?

Crime is quite low in Charleston, with the exception of the isolated drug war zones of North Charleston.
