You mentioned that there was extensive damage not indicated on the HUD paperwork, but that implies that this damage could have been found had you viewed the property in person -- if you didn't view the property prior to signing the contract, this was clearly your biggest mistake.

The zoning issues for this might be for setbacks as suggested in an earlier post - but I would expect that zoning would be more concerned with the added impervious surface area, and the additional water run-off that implies.
