It seems to me that your central point of argument is not against regulation of rental units but for it to be focused, specific to locating "slum-lords", those bad-actors and to interject from there, and feeling that @Russell Brazil stance is one of a "gill-net" approach put in place regulatory action on ALL units to, achieve the same end goal, find the "slum-lords" and effective action.
