It seems to me that your central point of argument is not against regulation of rental units but for it to be focused, specific to locating "slum-lords", those bad-actors and to interject from there, and feeling that @Russell Brazil stance is one of a "gill-net" approach put in place regulatory action on ALL units to, achieve the same end goal, find the "slum-lords" and effective action.

Check out AGILITY FOREX the  exchange rate is very low compared to banks.

They view people coming into their home acting as if it ere theirs as abuse and may very well decide to put a stop to it and not sell their home.

There is a third aspect that can come into play, some associations have multiple bylaws within the same neighborhood, for example, there is a master agreement and then subsequent iterations of the CC&R's based on areas developed or phases of a neighborhood.
