I was not implying one should use cap rates to price the property for numerous reasons.

So even seeing a quad right next door does not imply that you can build that same quad today.So I would be surprised if the property actually could have 15 units built on it. 

I agree with Wayne Brooks, Pennsylvania has a new "Implied Warranty of Habitability" law that discusses a situation like this.You need to ask yourself.Do I want these to be long term tenants?
