Usually in my experience if they are just coming out for a roof inspection in Chicago atleast all they care is if there is a roof and ice sheild that is installed rest they pretty much leave you alone.

Over years of the freeze/thaw cycle any imperfections in the foundation fill with water and then when it freezes the ice expands further weakening the imperfection until a crack forms.
