For now, I am sticking to other cities I know better.Recent press has noted some downsizing of that base, so it could be a good time to buy if military families are moving out, some good deals may follow.

I would put them 3rd on your list if the other 2 are truly pressing concerns.

The other issues aren't as pressing as long as you are paying their water bill and don't mind the damage that will get done to it, with possible eventual mold remediation.

I think you will be hard pressed to find a training company anywhere in the country that can specialize all over the US.  

If you're using realistic numbers, you'll be hard pressed to find 11% cap rates unless you're willing to go in to low end, low priced neighborhoods and then you're not really going to get 11% cap rates anyways because of the tenant quality.

Then I called again today because I realized that they are still thinking this is a civil matter, I said I want to press charges on the person who rented my property, they again told me this was a civil matter.

I agree with @Michaela G. in that he's the former owner is the more pressing issue.
