Per my relator, we should start with Architect and get the drawings.1) Is it right approach.

Before even discussing the architects and engineers with the skills sets needed, I don't understand why making sure you have a clear path through all that legal red tape isn't consideration 1. 

I'm trying to focus on being the architect and less of a project manager / COO, which has proven to be the biggest challenge so far, but I'm starting to see the benefits and opportunity that the mindset brings.

I am in the process of getting a bid for an architect, survey and soil testing.

@Addy Anders - You should try reaching out to Prashanth with PMPC architects he does a lot with city violations. 

IMO the best strategy for something like this is to buy the property, contact an architect and pay him to design the project, then go to the bank to finance on the improved value based on the plans/development potential.
