Building violation court hearing

I own a single family home in the city of Chicago. I received a violation in April and have a court hearing in June. This is my first property ever. The contractor who built my fence scammed me. I cannot get a hold of him and he isn’t easy to work with anyways. I do not know what to do or who to contact. Every time I contact the city of Chicago building department, they never answer. Does anyone have any recommendations?

@Addy Anders - You should try reaching out to Prashanth with PMPC architects he does a lot with city violations.  PM me and I can send you his contact info.

Also, see below link for another Chicago City fence Violation.  You may just need to pull an easy permit.
