I think that while it is incumbent upon the landlord to be clear right up front with things like tenant responsibilities, repairs that have merit, etc, etc, we all know things could go very differently once the tenant has taken occupancy.

I think the only merit to this is if taxes in your area are really high meaning hundreds and hundreds in negative cash flow and a long path to profitability either due to this or rent stagnancy.Since this house is in Arizona, which from all indications is a fairly strong rental growth market, and you could feasibly have the house for nothing into it with a good chunk of cash in the bank to cover the temporary negative cash flow, I would probably just go option 1 assuming the taxes are reasonable.

Although I own all of my STRs, I am the weird bird on this forum that thinks there is some merit to arbitrage for folks that can't afford to buy a place in this market.That said, given that this is a real estate investment forum at heart there are very few people here that arbitrage so you're not likely to find what you're looking for here.
