Do builders down there run plumbing out against the sheathing on external walls?  

They also offer external web forms to have VA's fill out without giving them complete access and it uploads the info into your CRM automatically. 

We also didn't have to deal with externals (landscaping, exterior painting, roof, etc).

Because you'd likely be paying a GC more than this anyway, this arrangement is fair -- your employee gets paid, but the total cost of the rehab is reduced by not hiring an external GC.

They may be old and worn out, they may have medical issues, they may need to move from the area or there may be external issues that hinder them in operating the business.The other aspect is knowledge.

If the walls themselves are not tight (almost a guarantee) look at putting gaskets behind switch/receptacle plates on external walls to stop drafts ... do the same with light fixtures if there is no effective vapour barrier to the attic.
