The house stays warmer longer with less gas usage because the hot water is circulating and the radiators get warm also emitting heat.

Presumably, the fan wouldn't be circulating air around anyway (if that's even a risk) as the thermostat is allegedly broken.

We plan to have new floors put in and re-do both the kitchens and bathrooms, put new floors everywhere, fix some drywall issues, install electric fireplaces where the old gas ones are, replace the a/c units, install more efficient bathroom fans for better circulation, move laundry room to the kitchen and make the dining room half kitchen and half dining room, as well as a few other things.

Sounds like you are building an apartment  but it's not clear if it is multifamily only or mixed use.You have to factor in circulation at around 15%.Not sure what your local building Dept requires for amenity space.

Also, anytime we have a tenant leave a unit that has a built in microwave, we remove the microwave and replace it with a cheap re-circulating range hood since tenants are rough on microwaves.
