For example, though we are in a recessionary phase in the San Francisco Bay Area (less multi offer situations), the strong job market and international buyers are softening the drop...prompting essentially a sideways market.

Don't know about Fla, but in Utah, agents are required by law to disclose agency relationships to all parties in a transaction (without prompting).Absolutely ask the agent if they are representing the seller.

Please address this promptly as I am exposed to a lot of potential losses if the money I spent was not properly applied. 

Just make sure they are local, experienced in what you do, and trustworthy people that will return your phone calls promptly.  

A nice neighberhood is probably more important than the houses.Find/Get a local Team of professionals that are willing to help you, have experience in what you are doing, and know the market area you select, and will return your phone calls promptly.
