It could be that they were trying to float the rate until they got a specific price for it and it didn't work out.

In other words, there are so many stupid americans that can easily be manipulated in to taking up a cause for those who actually hold them down and can't realize what is actually in their own best interests.Just as an example, some poor shmuck who didn't have health insurance because the premiums were so high, picking up the banner for health insurance companies to repeal the health care changes.....easily manipulated by the man....laughable!
