If a drug dealer tenant locks a dog in the kitchen 24/7 and the dog freaks out because she's trapped and alone and tries to claw her way out, what you have is a human problem, not a dog problem.

I would offer it as a lease option or rent to own, or maybe even a owner contract type situation depending on your tax status with the IRS (Dealer status?).

the advantages of having a license are many and obviousplus it puts you in the business .. if you indeed want to be in the businessif you just want to buy rentals and play the landlord game its not necessary.but if you want to be a wheeler dealer  in my mind its mandatory.
