It might be cheaper to just get 2 of these mesh wifi routers, place the main one on your floor and let the other extend access to the 2nd.

Galvanized welded 2 mesh 16 gauge will keep out possums and raccoons, a 8 gauge will keep out mice and rats but not strong enough for racoons.

If not that, I would get something similar that would offer a similar mesh coverage. 

If so, I would say the first thing to do is find an INVESTOR Realtor who you mesh well with.

I would have to agree with @Nathan G.The fact that the tenant didn't seem disturbed or frantic that her house was just shot up tells me she might know the reason the house was shot at.
