I own several duplexes there and they’ve been solid investments with no issues finding renters.

However, your issue would be lack of equity.

Team of people watching notifications and contacting guests and if necessary going out to property to address issues.

Typically, co-op's are less valuable than condos for a number of reasons such as supply/demand, lack of investor interest, older units, estate planning issues, financing and board policies. 

This is in large part a neighbor to neighbor issue.

It wasn’t an issue of “underwriting does review a file until it was complete”.
