In general contributions into an entity do not trigger a taxable event.Doing it prior to sale leaves you open to issues of intent and holding period and the thought that you're somehow hiding gain somewhere in the entity transfer.

If carpet must be used we use a rental grade in a dark brown color, which helps to hide stains...and just to a carpet clean between tenants.

I know many people who pull the 30% from a line of credit because they do not have the down payments  and then finance the deal via a mortgage through a corporation to hide the fact that they used a LC but again you are now 100% leveraged...You are young and your risk tolerance may be higher then some but I have bought and sold many dealswhen you are playing the "no money down game" it usually never ends well....

Who's fault is the fine,, yours,, figure out if the whole fence is necessary.. does it add or detract from the property.. what's it hiding.. it's harder to mow around and get trimmed so unless it's worth keeping.. might be time to take it down part or all of it.

Nine out of ten people trying to hide their credit from a mortgage lender (we are housing providers, just like you as a landlord), they are hiding their credit for a reason, so be careful that you don't come off to lenders the same way a tenant applicant hiding their credit from you as a landlord, comes off to you as a housing provider.
