I would ask the tenants upstairs to be aware that their kids running around probably sounds like a herd of elephants to the tenant below and maybe add some throw rugs to the upstairs unit and hope that quiets things down for the downstairs tenant.

It's funny how quick the govern't can yank the rug out from under you.

Running into storage issues at home with all the materials it takes to maintain 16 units(tile, rug remants, fixtures, tools etc.) . 

Since SF is a tech-oriented city, then many of the renters are in working professionals in the tech industry. 

But, let's reel it in and not start chasing religion, sexual orientation, etc. down the rabbit hole, and take official language out of the conversation too.

If there is a new student orientation that is done on campus before school starts, and you still have vacancies, find out how you can get a flyer to all the students coming on campus for the open house.

If I were you, I wouldn't just let it get swept under the rug.
